Abstract:
As part of Executive Order S-23-06, Governor Arnold Schwarzenegger created a 21-member California Broadband Task Force composed of public and private stakeholders with the expertise to advice policymakers on a framework for making California a global leader in the telecommunications revolution. The Task Force was responsible for delivering two reports. The first report is available online and describes administrative actions that state government can immediately act upon to increase broadband availability and adoption in California. The second report contains a comprehensive assessment of the state of broadband in California. It includes detailed maps of wireline and wireless availability, analysis of adoption, a pricing survey, and recommendations so that California can take advantage of opportunities for and eliminate any related barriers broadband access and adoption.

California Emerging Technology Fund (CETF) Location: California (CA)
Abstract:
CETF is a non-profit corporation established pursuant to requirements from the California Public Utilities Commission in approving the mergers of SBC-AT&T and Verizon-MCI. CETF's mission is to provide leadership statewide to minimize the Digital Divide by accelerating the deployment and adoption of broadband and other advanced communication services to underserved communities and populations. This will be accomplished by making investments in programs and projects to improve access, affordability, applications, accessibility and assistance to broadband- the "5As" of the Digital Divide.

Over the last twelve years, the Institute for Urban and Minority in Education at Teachers College, Columbia University has designed technology-based programs designed to work with urban youth. IUME established the Center for Urban Youth and Technology (CUYT) four years ago to consolidate these programs. CUYT is now located at the State University of New York at Albany in the School of Education. CUYT is concerned with the following questions. How do we begin to bridge the technology gap in this country, specifically in the inner city area? How do we provide services and training to the economically disadvantaged who may not otherwise get this opportunity?

Charles River Public Internet Center (CRPIC) Location: Massachusetts (MA)
Abstract:
The Charles River Public Internet Center (CRPIC) is a private 501(c)3 nonprofit organization in Waltham, Massachusetts. We are both a community technology center and a computer lab facility serving over 20 communities and more than two thousand people annually.
Our mission is to advance technology and internet literacy for adults and youth by empowering people with the technical skills necessary for economic success. We provide free access to computers and the training needed to use them effectively on the job and in daily life. Our primary service area is Metrowest, however, we work with many organizations throughout Greater Boston and the New England region.
It is not enough to provide access to technology but education, job training and support must also be provided. Technical training provides people with the skills to obtain better jobs which ultimately improve the quality of life for underserved members of our communities. Our primary service area is Metrowest, however, CRPIC continues to work with organizations throughout the New England Region.
We succeed at our mission by providing the following services:
Affordable workforce development for businesses, nonprofit organizations and individuals in career transition
After school programs and summer programs for youth
Low-cost technology training and certification programs
Contribute technical expertise to support local infrastructure
Free public access to technology and the Internet Technology facility and training room rentals
CRPIC serves more than 2,000 community members per year to help them gain a foothold in the New Economy. We continue to empower one person at a time.

The Children's Partnership is a national nonprofit, nonpartisan child advocacy organization with offices in Santa Monica, CA and Washington, D.C.
We undertake research, analysis, and advocacy to place the needs of America's over 70 million children and youth, particularly the underserved, at the forefront of emerging policy debates.
The hallmark of The Children's Partnership is to forge agendas for youth in areas where none exist, to help ensure that disadvantaged children have the resources and opportunities they need to succeed, and to involve more Americans in the cause for children.
Since 1993, our work has focused on securing health coverage for uninsured children and working to extend the benefits of technology to all children and their families.
At its inception over 10 years ago, The Children's Partnership (TCP) established four principles to guide its work:
1. The Children's Partnership will focus on issues that can positively affect significant numbers of children and their families in the United States;
2. The Children's Partnership will advocate on issues where it can make unique contributions, without duplicating the work of others;
