Onward Neighborhood House (ONH) was established in 1868 by a group of German, Scottish and Swedish settlers who started a storefront Sunday school, a mission which developed into the Onward Presbyterian Church. Onward Neighborhood House was officially incorporated as an Illinois non-profit organization on December 7, 1943, that serves the West Town and Belmont Cragin neighboring communities in Chicago. MISSION STATEMENT
OIC of Clark County will provide services designed to eliminate poverty, unemployment, and illiteracy in Clark County.
HISTORY
The Opportunities Industrialization Center (OIC) of Clark County is a private, not-for-profit organization that has helped over 45,000 people "help themselves" for 33 years. OIC was founded locally by Mrs. Carol Scott in 1971, and is an affiliate of The Opportunities Industrialization Center of America (OICA), which was founded in 1964 by Reverend Leon Sullivan.
Throughout its history, OIC has continued to provide Counseling, GED preparation, Youth programming and High School Education, Vocational Training, Referral Services, Job Placement Assistance and Emergency Utility services to assist low-income Clark County residents in becoming self-sufficient. In 1989 OIC of Clark County was designated the Community Action Agency (CAA) for Clark County.
VOCATIONAL TRAINING
Computer Training
OIC offers hands-on, practical vocational training that teaches participants the skills necessary to enter the job market. This hands-on, self-paced training program enables participants to acquire skills in basic computer operation or to become proficient in Windows and Microsoft Office 2000 Software. The training allows participants to learn at their own pace while challenging and reinforcing skills with practical projects. The course is also Instructor supported to provide students with course direction, technical assistance and 1-on-1 instruction with projects.

University Park, Pa. -- While the presidential election moves through its primary stages, a group of Penn State faculty members and colleagues from across the country has its sights set beyond the outcome of the general election in November. They're not focusing on a specific candidate, either.
Instead, the faculty members anticipate January 2009, the next president's inauguration and the corresponding change in the federal government as the time to present an outline - as well as the practical steps necessary for implementation - of a new U.S. communications policy.
The Future of American Communications Working Group, supported by a $75,000 grant from the Media Democracy Fund, a project of the Proteus Fund, plans to produce a volume outlining a comprehensive telecommunications policy agenda for the federal administration to be entering office in January 2009. That agenda will emphasize the potential of information technologies for improving democratic discourse, social responsibility and the quality of life. It will specify the means by which those technologies can be made available to all Americans.
